In this age of increasing interest or interference by the Health and Safety Executive and the planning authorities, it is becoming increasingly difficult to obtain licences for new operating centres as well as holding on to those licences which have been granted.

Almost every applicant for a new licence attracts objections from the NIMBY brigade as well as interest from at least the local planning authority, Fire Brigade, Highway Authority and the Health and Safety Executive.

The path which the operator must tread to obtain a licence for an operating centre or when renewal comes round is beset with ever increasing and ever more complicated regulations.
