Domestic and EC Regulations are complicated and further complications arise when the two are married within the work of any transport business.

Questions such as when a tachograph record must be started and when it can be finished; when it must be used; how it should be used and what needs to be recorded both manually and automatically upon it, are difficult to interpret.

Experience confirms that many drivers/controllers/CPC holders do not understand the Regulations and the Rules concerning their inter- relation. Many drivers commit offences when they are unaware, or are not committing offences when they think they are!
